New Mortgage Rules in 2025
On January 1st, we celebrate the start of a new year. It's also often a time when changes are made to mortgage regulations. If you're planning to buy a house or make changes to your current mortgage in 2025, it's important to be aware of the upcoming changes.
Mortgage Standards
If you experience a salary increase in 2025, for example, due to a change in the collective labor agreement or a promotion, you will likely be able to borrow more in 2025 than in 2024. Without a salary increase, the maximum mortgage remains the same or may decrease slightly.
In addition to income, other factors also influence the size of your mortgage. For example, the energy label of a home plays an important role.
National Mortgage Guarantee (NHG)
In 2025, the limit for a mortgage with National Mortgage Guarantee (NHG) will be increased to €450,000. If you want to finance energy-saving measures in the mortgage, the NHG limit will be an additional 6% higher, totaling €477,000.
The NHG premium will decrease to 0.4% of the total mortgage amount in 2025.
Single Buyers
Starting in 2024, mortgage rules for single buyers have been adjusted to help them get started on the housing market. In addition to the amount they are allowed to spend on their mortgage based on their income, in 2025, they will receive an extra €17,000 in maximum mortgage. This is €1,000 more than the previous year.
To qualify for this bonus, the annual income must be at least €28,000.
Temporary Workers
Temporary workers will need to submit a "perspective declaration" when applying for a mortgage. This document is similar to the employer's statement for people employed in regular jobs. Previously, temporary workers had to have worked at the same temporary employment agency for 52 weeks to qualify for the perspective declaration. Starting January 1, 2025, this will be reduced to 26 weeks. This will allow more temporary workers to qualify for a mortgage.
Additionally, temporary workers must have worked at least 12 months out of the last 14 months.
Transfer Tax and First-Time Buyer Exemption
Buyers aged 18 to 35 will receive a one-time exemption from transfer tax when purchasing a home. In 2025, this exemption applies to homes up to €525,000 (in 2024, this limit was €510,000).
If one of the two buyers is 35 years old or younger, they will not have to pay transfer tax on their share of the property.
Mortgage Interest Deduction
You can deduct the interest you pay on your mortgage from your taxable income. In 2025, the maximum deductible rate will be 37.48%.
Hillen Law
People who pay little or no mortgage interest because they have a small or no mortgage debt can still benefit from the tax deduction. This is governed by the “Hillens Law”. The so-called Hillen deduction is the difference between the imputed rental value of the property and the deductible costs.
This law will be phased out over 30 years, with a reduction of 3.33% per year. In 2025, you will only be able to use 76.66% of the Hillen deduction.
